Real Estate, Band 2 

The Firm: Established in 2006, this boutique firm fields a wealth of experience amidst its partners, who formerly worked for some distinguished firms such as Salans. The majority of the firm’s overall workload is focused on real estate, and it has quickly established itself as a specialist, taking advantage of an explosion in this sector. Although still new to the market, the team has attained some remarkable clients, including Israeli investors, who are said to be very active in the field, and some Romanian banks. The firm is also highly regarded for its tax capabilities, which appeal to both buyers and sellers in the sector.

The Lawyers: Clients were impressed with the ‘commercial minded’ Victor Constantinescu and emphasized his dedicated work ethic. Admitted to the New York Bar, this ‘switched-on’ lawyer combines a thorough knowledge of Romanian law with Western business practice, making him an attractive choice for both local and foreign clients. Especially knowledgeable about planning law, he faces legal challenges with ‘elegance’ and translates complex legal terminology into more accessible and understandable terms for his clients.

Competition/Antitrust, other notable practicioners 

Gelu Goran is one of the founding members of the new firm Biriş Goran SCA and takes with him an outstanding reputation from his time at Salans. He has been admitted at the New York Bar and has experience in a wide range of industries from dairy products to telecoms. His work is currently focused on representing dominant sellers in cases regarding price levels. It remains to be seen whether clients will follow him en masse to his new competition team although his reputation with peers is high.

Biriş Goran SCA made a swift and decisive entry into the market after forming in April 2006. The firm was joined by Raluca Năstase, formerly an in-house counsel for leading Romanian developer Avrig 35. Highlights of 2006 include representing land owner Sema Parc in a €140m transaction and representing the seller of a major shopping mall in the capital with a transaction value in excess of €105m. Other key deals included the €35m acquisition of a hotel by Erste Bank’s real estate arm, Immorent. The firm specializes in advising on the taxation issues related to real estate developments. 

Corporate and M&A, fourth tier  

Biriş Goran SCA was established in April 2006, with three of the four partners – Gabriel Biriş, Gelu Goran and Victor Constantinescu – coming from Salans – Romania. Goran and Constantinescu are both members of the New York Bar and fourth partner Dan Vişoiu is a member of the Florida Bar. The firm offers a combination of international expertise and domestic experience to its corporate clients. In M&A, the firm advised on several multimillion-euro deals, mainly in relation to real estate developments. Biriş Goran SCA specializes in competition law and taxation. Partner Gabriel Biriş is one of Romania’s top taxation attorneys and the firm operates a separate niche taxation consultancy.
