Public procurement and PPP
are important tools for the cooperation between public authorities and private entities in the EU market economy.
As per the European Commission statement, every year, over 250,000 public authorities in the EU spend around 14% of GDP (around €2 trillion per year) on the purchase of services, works and supplies. In many sectors such as energy, transport, waste management, social protection and the provision of health or education services, public authorities are the principal buyers.
BirișGoran Public Procurement / PPP practice is managed by Paula Dicu, who worked extensively since 2007 in this domain. We are focusing on advising both private sector investors and public institutions with respect to all aspects of public procurement and PPP projects ranging from the preparation of bid documents, negotiation of all contracts connected to the project, preparation of claims and ongoing assistance during the implementation period of such projects.
Our approach and experience have resulted in our clients winning bids pertaining to projects with a value exceeding EUR 300 million. In addition, the firm has successfully represented clients which challenged various public procurement procedures before the National Council for the Resolution of Contestations.
