Andrei joined Biriș Goran in 2026 and focuses on tax matters, primarily on tax litigation. In this regard, Andrei specializes in complex matters involving corporate income tax, VAT, excise tax, customs duties, as well as transfer pricing issues and also helps clients navigate tax procedures. His professional activity encompasses both drafting tax challenges and providing legal assistance before the courts of law, as well as advising clients on their day-to-day challenges and assisting them during tax audits.

Prior to joining Biriș Goran, he spent more than a decade with another major Romanian law firm, connected with one of the Big4, gaining a vast experience in high stakes tax litigation cases.

Andrei is also an author, having co-authored the “Tax Procedure Code. Commentary article by article” and the “Tax Law Manual”, as well as more than 15 articles in “Tax Magazine”, a peer-reviewed publication. In addition he has featured as a speaker on a series of panels in elite legal conferences and has also been involved in the process of legislative changes in tax law, by providing proposals/positions, on the part of the business community.

Andrei has graduated Law School at the University of Bucharest (2011) and holds a master’s degree in business law (2012). He joined the Bucharest Bar in 2012.
