Paula has more than 23 years of experience advising on complex public procurement, infrastructure, PPP and concession projects, as well as real estate, construction and development matters, with additional expertise in lease arrangements, financing transactions, security packages and state aid regulatory matters.

Her practice focuses on sophisticated transactional, contractual and regulatory matters arising throughout the full lifecycle of investment and development projects, including acquisition, construction, fit-out, financing, implementation and operational phases. She regularly advises clients on the structuring and negotiation of construction documentation, development agreements, lease arrangements and financing-related security structures for large-scale industrial, retail, residential and infrastructure projects.

Paula also has significant experience in projects involving complex regulatory and public-sector interfaces, particularly where construction, procurement, financing and development considerations intersect. She holds an LL.M. in European and International Business Law from the University of Vienna.

Her recent main portfolio of advised clients in the real estate and infrastructure sectors includes Steffany/ Logexpert Group (Romanian real estate investment and development group), Hitachi Rail (Japanese multinational group active in rail infrastructure and technology projects), SEMA Business Group (Romanian real estate developer), Sunnerg Group (Italian renewable energy group specialised in photovoltaic park development and construction), Alkazan Group (Turkey-based real estate investment and development group) and Baran Group (Israeli multinational group active in construction, infrastructure and energy projects).

• Lead attorney to Ambro SA – Suceava on all legal matters related to the implementation of the EU financed project „Increase of the energetic efficiency at la SC AMBRO SA Suceava throughout a high efficiency cogeneration plant” – 60% co-financed with non-reimbursable EU funds from the European Regional Development Fund;
• Lead attorney to Compagnie D’Entreprises CFE SA and CFE Contracting and Engineering S.R.L. on all legal matters related to the implementation of the construction contract: “Design, works and supply of equipment for the project Extension – Upgrading and Equipping of the Children Clinic Hospital <<Doctor Victor Gomoiu>>”, a Bucharest local budget project amounting to approx. EUR 39,000,000;
• Lead attorney to Zone International Trading SRL on all legal matters concerning the participation in the tender procedure for the award of the supply contract „Acquisition of food aid, including the transportation at the distribution points of the city halls within the framework of POAD 2018-2021”;
• Lead counsel for Transtech Global Engineers SRL on legal matters related to the implementation of the public contract: Technical Assistance for the Management of the Project concerning the Design and Supervising the Works for the Project „Rehabilitation of the Water Supply and Swage Systems as well the Cleaning Plants in the Urban Clusters of Vaslui, Barlad, Husi, Negresti from Vaslui County”, an EU financed budget project having an overall amount of approx. EUR 100,000,000;

KG on all legal matters concerning the participation in the tender procedure for implementation of the construction contract involving works for refurbishment and provision of medical equipment for Dambovita County Hospital (an EU financed project amounting to approx.
