With over 21 years of legal practice, Paula has developed enviable expertise in the field of public procurement, PPP & concessions, infrastructure, and construction projects, as well as in real estate, telecommunications, privatisations and corporate areas.

In the public procurement, PPP & concessions domain, Paula advises across the entire lifetime of a project ranging from the assistance for the bid preparation and submission phase with the conclusion and implementation of the contract.

After finalizing the Master of Laws – LL.M. studies in European and International Business Law at the University of Vienna in 2014, Paula is qualified to provide legal assistance to clients on EU legislation as well as on State Aid legal matters.

• Lead attorney to Ambro SA – Suceava on all legal matters related to the implementation of the EU financed project „Increase of the energetic efficiency at la SC AMBRO SA Suceava throughout a high efficiency cogeneration plant” – 60% co-financed with non-reimbursable EU funds from the European Regional Development Fund;
• Lead attorney to Compagnie D’Entreprises CFE SA and CFE Contracting and Engineering S.R.L. on all legal matters related to the implementation of the construction contract: “Design, works and supply of equipment for the project Extension – Upgrading and Equipping of the Children Clinic Hospital <<Doctor Victor Gomoiu>>”, a Bucharest local budget project amounting to approx. EUR 39,000,000;
• Lead attorney to Zone International Trading SRL on all legal matters concerning the participation in the tender procedure for the award of the supply contract „Acquisition of food aid, including the transportation at the distribution points of the city halls within the framework of POAD 2018-2021”;
• Lead counsel for Transtech Global Engineers SRL on legal matters related to the implementation of the public contract: Technical Assistance for the Management of the Project concerning the Design and Supervising the Works for the Project „Rehabilitation of the Water Supply and Swage Systems as well the Cleaning Plants in the Urban Clusters of Vaslui, Barlad, Husi, Negresti from Vaslui County”, an EU financed budget project having an overall amount of approx. EUR 100,000,000;
• Lead attorney to Vamed Standortentwicklung und Engineering GmbH & Co. KG on all legal matters concerning the participation in the tender procedure for implementation of the construction contract involving works for refurbishment and provision of medical equipment for Dambovita County Hospital (an EU financed project amounting to approx. EUR 13,500,000);
• Lead attorney to Vamed Standortentwicklung und Engineering GmbH & Co. KG on all legal matters concerning the participation in the tender procedure for implementation of the construction contract involving design and execution works concerning the refurbishment and provision of medical equipment for Baia Mare County Hospital (an EU financed project amounting to approximately EUR 12,500,000);
• Assisted Vamed Standortentwicklung und Engineering GmbH & Co. KG for preparing the tender documentation published by Ministry of Health of the Republic of Moldova for awarding the works contract for the construction of the new surgical block for the Republican Clinical Hospital in Chisinau (a World Bank project);
• Lead counsel for SAAB AB during the public procedure regarding the first stage of the award through restricted tender of the public contract having as object the procurement of the products “Multipurpose Frigate, Second Stage Modernization”;
• Lead attorney to Vamed Standortentwicklung und Engineering GmbH & Co. KG for participation in tender procedures organized by public authorities in Romania for construction or refurbishment of public hospitals and/or delivery of medical equipment;
• Assisted Vamed Standortentwicklung und Engineering GmbH & Co. KG for preparing the tender documentation published by Ministry of Health of the Republic of Moldova for awarding the works contract for the construction of the new surgical block for the Republican Clinical Hospital in Chisinau (a World Bank project);
