Platforma WorkinRomania.gov.ro: funcționare, fluxuri și canal de sesizări (HG nr. 602/2026)
1. Ce reglementează
HG nr. 602/2026 (publicată în Monitorul Oficial nr. 658 din 7 august 2026, în vigoare de la 7 august 2026) stabilește categoriile de date, precum și măsurile tehnice și organizatorice de securitate a datelor prelucrate în platforma electronică WorkinRomania.gov.ro, împreună cu evidențele informatice ale instituțiilor publice care se interconectează cu aceasta. Actul a fost adoptat în temeiul art. 3 alin. (7) din OUG nr. 32/2026 și detaliază cadrul operațional al platformei prin care se derulează procedurile privind accesul străinilor pe piața muncii.
2. Arhitectura platformei
Platforma are două componente:
• componenta publică, accesibilă prin internet la WorkinRomania.gov.ro (informații publice și servicii electronice pentru persoane fizice, angajatori și agenții), și
• componenta internă, dedicată personalului instituțiilor implicate.
3. Circuitul unei cereri
Fluxul unei cereri parcurge patru etape:
• Depunere
• Utilizatorul extern accesează modulul dedicat, selectează procedura dintr-o listă predefinită și generează cererea-tip;
• documentele justificative se încarcă în format electronic, semnate cu semnătură electronică calificată.
• pentru oferta fermă de locuri de muncă, platforma preia automat datele din evidența ANOFM.
• Validare automată Cererea se generează numai după verificări tehnice automate:
• confirmarea de către utilizator a corectitudinii datelor și a consimțământului pentru prelucrare;
• verificarea semnăturii calificate;
• pentru cererile unice, verificarea încărcării tuturor categoriilor de documente și a respectării limitelor numerice;
• ofertele ferme care nu menționează ocupații din Lista ocupațiilor deficitare sunt respinse automat.
• Analiză de utilizatorii interni
• cererile se analizează prin componenta internă a platformei sau prin sistemele informatice proprii ale autorităților interconectate;
• deciziile se înregistrează în platformă și fundamentează emiterea actului administrativ.
• Comunicare în cont
• Actele administrative se comunică prin platformă și pot fi vizualizate în contul utilizatorului extern și al persoanelor desemnate;
• platforma transmite automat notificări la telefon/e-mail privind necesitatea accesării contului.
4. Persoanele desemnate
Utilizatorul extern poate desemna una sau mai multe persoane (cu care are un contract individual de muncă sau alt raport juridic) pentru a efectua operațiuni în platformă: încărcarea documentelor și a cererilor, completarea și transmiterea cererilor unice, procesarea și urmărirea stadiului acestora.
Prin excepție, inițierea procesului de depunere a cererilor de înregistrare ca angajator înregistrat, de autorizare ca angajator autorizat sau de autorizare/prelungire ca agenție de plasare se realizează exclusiv de către utilizatorul extern.
Persoana desemnată poate opera numai după ce confirmă desemnarea prin funcționalitățile platformei, iar entitatea solicitantă rămâne răspunzătoare pentru corectitudinea și conformitatea datelor.
5. Interconectări și date prelucrate
Platforma se interconectează, printre altele, cu
• Registrul național de evidență a persoanelor,
• evidențele Inspectoratului General pentru Imigrări,
• evidența ANOFM a locurilor de muncă vacante,
• evidențele Oficiului Național al Registrului Comerțului,
• portalul eViza și
• REGES-ONLINE.
Platforma prelucrează, printre altele următoarele date ale persoanelor vizate: date de identificare și cetățenie; serie/număr pașaport, viză sau permis de ședere; date de contact; date privind locul de muncă și mijloacele de întreținere; istoricul condamnărilor penale definitive; starea civilă și date despre membrii de familie; calitatea în raport cu entitatea solicitantă; și situația creanțelor fiscale.
6. Canalul de sesizări
Platforma pune la dispoziție un formular electronic standardizat, cu suport multilingv, pentru transmiterea de sesizări sau propuneri în temeiul OUG nr. 32/2026.
Formularul permite descrierea situației și încărcarea de fișiere multimedia sau documente justificative.
În funcție de tipul sesizării, platforma o direcționează automat, prin canale securizate și în timp real, către autoritățile competente — cel puțin Inspecția Muncii, Inspectoratul General pentru Imigrări și ANOFM— datele de identificare ale sesizantului fiind accesibile exclusiv acestora.
Platforma asigură comunicarea bidirecțională între sesizant și personalul autorității prin modulul dedicat, iar autoritățile încarcă în platformă concluziile verificărilor și măsurile dispuse.
Pentru angajatori, acest mecanism înseamnă că lucrătorii străini dispun de un canal direct, confidențial și multilingv de raportare a eventualelor situații de abuz.

The WorkinRomania.gov.ro platform: operation, workflows and complaints channel (GD no. 602/2026)
1. What it regulates
GD no. 602/2026 (published in the Official Gazette no. 658 of 7 August 2026, in force as of 7 August 2026) establishes the data categories and the technical and organisational security measures for the data processed on the WorkinRomania.gov.ro electronic platform, together with the IT records of the public institutions that interconnect with it. It was adopted under Article 3(7) of GEO no. 32/2026 and sets out the operational framework of the platform through which the procedures on foreign nationals’ access to the labour market are carried out.
2. Platform architecture
The platform has two components:
• a public component, accessible over the internet at WorkinRomania.gov.ro (public information and electronic services for individuals, employers and agencies), and
• an internal component, reserved for the staff of the institutions involved.
3. The lifecycle of an application
An application moves through four stages:
• Submission
• the external user accesses the dedicated module, selects the procedure from a predefined list and generates the standard request;
• supporting documents are uploaded electronically, signed with a qualified electronic signature;
• for the firm job offer, the platform automatically retrieves data from the ANOFM records.
• Automatic validation The request is generated only after automated technical checks:
• the user’s confirmation of data accuracy and of consent to processing;
• verification of the qualified signature;
• for single applications, verification that all document categories have been uploaded and that the numerical limits are observed
• firm offers that do not state occupations from the List of shortage occupations are automatically rejected.
• Review by internal users
• applications are reviewed through the platform’s internal component or through the authorities’ own interconnected IT systems;
• decisions are recorded on the platform and underpin the issuing of the administrative act.
• Communication in the account
• administrative acts are communicated through the platform and can be viewed in the account of the external user and of the designated persons;
• the platform automatically sends notifications by phone/email prompting access to the account.
4. Designated persons
The external user may designate one or more persons (with whom it has an employment contract or another legal relationship) to carry out operations on the platform: uploading documents and applications, completing and submitting single applications, and processing and tracking their status.
By way of exception, the initiation of the process of submitting applications for registration as a registered employer, for authorisation as an authorised employer, or for authorisation/renewal as a placement agency is carried out exclusively by the external user.
A designated person may act only after confirming the designation through the platform’s functionalities, and the applicant entity remains liable for the accuracy and compliance of the data.
5. Interconnections and data processed
The platform interconnects, among others, with
• the National Register of Persons,
• the records of the General Inspectorate for Immigration,
• the ANOFM records of vacant jobs,
• the records of the National Trade Register Office,
• the eViza portal
• REGES-ONLINE.
In relation to individuals, the platform processes, among others: identification and citizenship data; passport, visa or residence-permit series/number; contact data; data on the workplace and means of support; the history of final criminal convictions; civil status and data on family members; the capacity held in relation to the applicant entity; and the status of fiscal debts.
6. The complaints channel
The platform provides a standardised electronic form, with multilingual support, for submitting complaints or proposals under GEO no. 32/2026.
The form allows a description of the situation and the upload of multimedia files or supporting documents.
Depending on the type of complaint, the platform automatically routes it, through secure channels and in real time, to the competent authorities — at least the Labour Inspectorate, the General Inspectorate for Immigration and ANOFM— with the complainant’s identification data accessible exclusively to those authorities.
The platform ensures two-way communication between the complainant and the authority’s staff through the dedicated module, and the authorities upload to the platform the conclusions of their checks and the measures taken.
For employers, this mechanism means that foreign workers have a direct, confidential and multilingual channel for reporting any situations of abuse.
